POSIDON – POlluted SIte DecontaminatiON PCP

POSIDON PCP project gathers 5 European procurers facing a common challenge in the sites they manage, affected by analogous pollutants (2 front-runners: Trieste, IT and Bilbao, ES,  3 observers: Spaque, BE; Vitoria Gasteiz, ES; Baja do Tejo, PT), leveraging public demand to identify fit-for-purpose and cost-effective innovative and sustainable solutions to soil decontamination.

The common need identified by the buyers’ group concerns new, life-cycle cost-effective technology solutions for soil and groundwater remediation, capable of decontaminating heterogeneous anthropic soils in brownfields with a mixture of industrial waste (blast furnace slags, construction & demolition waste, filling soils polluted by petroleum hydrocarbons) and soils consisting of clays and sands of marine origin, highly polluted by petroleum hydrocarbons (TPHs and PAHs) and heavy metals (arsenic and lead).

Studies on the state of the art, patent analysis, foresight scanning, will be complemented with additional open market consultations in the upcoming months (June-September 2018), to have a confirmation that no available technologies can meet all identified functional requirements, thus appropriate remediation technologies cannot be acquired through traditional off-the-shelf procurement.

With PCP (pre-commercial public procurement), procurers aim to achieve ambitious improvements in terms of quality and effectiveness, efficiency and sustainability of new technologies, creating new markets. PCP, that concerns R&D services, will be split into three phases: solution design, prototyping, original development and testing of 2 prototypes. Each of the 2 solutions to be field-tested will be deployed in 2 diverse sites (Bilbao and Trieste), with different urbanistic provisions that foresee future land uses.

Evaluations after each phase progressively identify solutions offering the best value for money. This approach allows successful contractors to improve their solutions  based on feedback from procurers. POSIDON intends to create a critical mass through the consolidation of a pan-European network of procurers who, sharing their needs and efforts, can enable the development – through PCP – and subsequent deployment – through a PPI – of novel technologies aimed to cover bigger market challenges in areas of common European interest.

POSIDON continues its work for inclusion, a stimulus for the public demand processes de-fragmentation, in order to prepare for the future cross-joint border PPI, which is the intervention of decontamination.


Call for tender

On 08/05/2018 the prior information notice for the project POSIDON PCP  has been published in the European Tenders Electronic Daily.  The aim of this procurement is to trigger new solutions to be developed and tested to address the following common challenge.

Open Market Consultations (OMC)

The open market consultation represents a specific phase during the overall PCP preparation, aiming at actively approach the market to find out about the state of the art and current development in the related sector. The market consultation phase is the initial core activity where the first dialogue between demand and supply side takes place.

Why OMC?

Open Market Consultation is an essential part of PCP preparation phase for several reasons:

  • encourages value-adding dialogue among stakeholders;
  • creates awareness and knowledge about the project among potential bidders;
  • allows the consortium to gain better insights on the market about state-of-the-art technologies and on-going developments;
  • enables preliminary technical inspections to the operational contests where innovations will be introduced;
  • enables networking and B2B (business-to-business) interactions and increases the opportunities for industries to form fit-for-purpose consortia and to take part in the envisaged procurement;
  • checks the viability of the scope of the challenge and the range of deliverables to be procured under R&D contracts;
  • identifies and mitigates market risks potentially able to endanger business goals and supplier performances;
  • ultimately improves the PCP sustainability as the procurement preparation is enriched with stakeholders feedback.
